TX Unique ID no longer only uses fiscal year while setting the school year

A School Year field has been added to the TX Unique ID report criteria. The field value defaults from the FAM profile year, and the user can now change the default value if required.

When the School Year field value is changed, the same is included in the TX Unique ID report instead of the FAM profile fiscal year.
